Cal. Health & Safety Code § 122319(a)(2) requires a 30-day prior client-provider relationship before the clinician can issue ESA documentation.
In plain language
Because California's statute requires a 30-day prior clinical relationship, an ESA letter for a California resident from a brand-new clinician cannot be issued in fewer than 30 days from the first clinical contact. A clinician with an established relationship that already meets the 30-day floor may be able to issue documentation sooner. Whether a particular history of contacts satisfies the rule is fact-specific.
